Why does VRBO allow property owners to retain their membership if they don't respond to inquiries by renters?

I'm trying to make vacation plans and i've submitted a request for a week's stay at a property. The owner did not respond in 24 hours, so my request got cancelled. I tried a few more times, and each time the owner did not respond and my request got cancelled.

Now it seems to me that this deadbeat owner either does not care enough to respond with either an acceptance or denial, or he/she is to lazy or incompetent to update his/her listings.

Now if that is the case then why is he/she allowed to waste my time and degrade VRBO's customer experience, by being allowed to list properties that may or may not be available?

Reason of review: Poor customer service.

Same thing happened to me they never notified me that they canceled it and they kept my money, $915. I just had to file a fraudulent complaint with my credit card company
